Can I buy Stamp paper in Delhi for executing lease agreement for property in Bangalore? The owner of the property is abroad. He has given Power of Attorney, with respect to renting the flat in Bangalore, to a relative residing in Delhi.

Each state have their different stamps.

You may consider buying stamps of Karnataka State. Most of the States have made online stamp purchase possible and you may be able to purchase Karanataka State sitting in Delhi.
