whether builder can sell stilt car parking area to the flat owner in Kharghar, New Mumbai, India.

Please specify the legal sections under which it is yes / no.

Car Parking is part of common area. If builder classified car park as restricted common area, then same can be allotted for exclusive use of a specific unit. Relevant provisions can are in the Maharashtra Ownership Flats Act, 1963.

No the builder cannot sale the stilt parking area but your sale deed with the builder or the society needs to be examined.
