Can there be change in the CTS number and its boundary in a reservation plot?.

One CTS number is a Private Land. and other is a Government Land.

My area falls in the Private Land. and there is a Slum Rehabilitation scheme on the Government land. There is a Nallah dividing both the lands. The Developer has encroached onto the Private Land saying that there has been a change in the Boundary.

Change of CTS No does not change character of land. Your purpose of question is not clear, you need to give clear information to properly address the question and answer it.
