Legal Question in Real Estate Law in India

My client has CGHS society flat in Faridabad.he has got share certificate endorsed in his name and sale deed of the flat. Bank is asking for ptm from HUDA, however huda does not maintain any record of individual unit holder of society. Member has taken ptm from society but bank is still refusing for disbursal. Please suggest is there any law/provision wherein after getting conveyance deed /sale deed member does not require any ptm from huda

If a bank is insisting on something which is not there, most logical recourse would be to approach another bank.
