Can a commercial building be made in a Rural abadi land whose map is sanctioned by Village Panchayat which is outside the purview of Development authority and municipal limits.In this specific case at the start of construction the village abadi land was outside the purview of Development authority but recently the area has been notified to be under the jurisdiction of Development authority.Should the map be compulsorily be submitted to Development authority for approval.Will the Development Authority be justified in compounding

this would depend upon the laws and bye laws of the authority and you need to mention which state you talking about.
