One need to read relevant provisions of the act and document by which land was allotted.

If the property in question was received in lieu of ancestral property left in Pakistan, this property will be treated as 'ancestral' and a will may not be legal. However, if the property has been received in lieu of self-acquired property in Pakistan, the holder may be entitled to execute a will.
