Can a Developer sell a closed garage to a person who has not puchased a flat in the Co-operative Society

a person who has not purchased a flat and not a member of the co-operative housing society,can not lawfully hold a garage.

A closed garage in a building is an exclusive common area and can be allotted or given to exclusive use of only one or more holder/s of flat or other unit in the said complex.
