whether a one co-owner (husband) can transfer his share in a joint property purchased by him along with other co-owner(wife) by executing relinquishment deed in favor of other co-owner (wife), while he is alive ?

No, the property cannot be transferred in favour of the other owner merely by executing relinquishment deed. it is not a share of property that you getting by inheritance. it is your self acquired property. you need to either execute sale deed of your share in favour of co owner or execute a gift deed for the same purpose and need to pay stamp duty as well.
