Does a co-tenant have a right to enforce other co-tenant any maintenance or other building dues by whatsoever name?What's the law in case of Landlord?

it is the landlord who can enforce such maintenance and not the co tenant.

Hello,

Is co-tenant is enforcing any maintenance or merely collecting it on the behalf of the landlord ?

Co-tenant cannot enforce any charges, whereas, as individual he can collect it from other tenants on the behalf of landlord if, landlord has given him permission/power of attorney.
