Legal Question in Real Estate Law in India

My dad had purchased a property at Mira Road in 1995 and expired in 1997 without nominating anyone or making any will. We have registered the property in our Mother's name now. But the secretary of our society insisted that we give advertisement in Newspaper regarding dad's death and about the property. We consulted a lawyer who said the matter for the Advertisement in required on society's letter head. We asked the secretary for the same but he says that he requires Donation of Rs.20000 without which he will not give us the letter. He is also charging us penalty Rs.240/- as non-registration of document. please help us as we are harrased by this secretary
