Legal Question in Real Estate Law in India

My dad had purchased a property in 1995 in his single name and he expired in Feb 1997. We paid the stamp duty and registered the documetns in the name of my mother in 2009. The Society is asking us to give advertisement in the newspaper regarding the death of my father and we ( mother, brother & sister) are the legal heirs of the property. But for putting the ad we require a letter from society.The secretary is asking for donation of Rs.20,000/- for issuing the letter in society's letterhead. please guide as he is adamant in his stand and is telling us to go to the Registrar if you think the society is wrong. please guide

If that amount is for meeting the cost of advertisement in the name of society, then same may be claimed by society, but not by way of donation.
