Legal Question in Real Estate Law in India

Dear Experts,

I have purchased 2 BHK flat , Builder has given me possession in August-11

But till date he has not provided me Covered car parking and GAS connection

as mentioned in agreement , i took several followups but no reply from builder.

I need your expert advice on below

1. Builder has called 1st AGM for society formation ,

Is it possible to form the society without proving the facilities/amenities as mentioned in agreemenet ?

2. What stand we should take in this 1st AGM ?

3. What legal action we can take against builder for not providied this amenities for so long period.

4. Builder has charged us delayed payment charges when our loan processing took some time .
