Legal Question in Real Estate Law in India

Dear Guru,

Raman has holding 2000 sq.ft of Approved Land. He has given General power of attoney to Balu for 1000 sq.ft and he given authority to sell the documents and sign the documents on his behalf in POA. This has happened 10 months before from this current date. It is a registed POA.

As of Date EC has been taken there is no sales happened. Last person in EC is Raman.

Now. Can Raman has the authority to sell the land (which he has given the power to Balu).

Can i procure the land.

Is it mandatory to cancel the power before Raman executing the sales
