Legal Question in Real Estate Law in India

Thank you for your previos answers.
So i explain our problem in detail.
My father assume name (a) has 6 brother and 2 sister. 2 brother lives in separate and 2 sister had got married. now in my house has four partition, two is in down side and 2 is in 2nd floor. Then Three partition is the name of three Brothers and one is the part of Late Mother(Father's mother).
So my two uncles live in down side in which one is the name of one uncle and one partition is the name of Late Grandmother(Father's mother) .
my uncles who lives in down side (who is the owner of downside building) always threat 2nd building brothers. in which of my father.)
Currently we are repairing (linter banwa rahe hai niche wala linter jisme downside walo ki chhat banegi) now our plan to make another linter for making a room in 2nd building)
Means, niche walo ki chhat banwa rahe hai aur hamari zameen uske baad plan hai upar wala linter banwane ka to woh keh rahe hai upar linter nahi banwane dege upar wala portion khula rahega. aur keh rahe hamare aane ke liye bhi raasta kholo.
jab main nahi maana to dhamki dene lage ki agar upar kamra banawaya to kaagaz mere paas hai main chupchap jaake registry karwa doonga apne naam. makaan ki registry nahi hui hai. par makaan mein mere father ka naam bhi likha hai.
so my question is this can he Transfer all the properties in his name?without permittion of others.
or can i do something any legal action ?
