As you are an Indian Citizen, you can buy the plot in the name of your wife. She still being a French National, it is advisable to buy it on the joint names of you both. She can apply for OCI card through Ministry of Home Affairs, Foreigners Division, so that things become easier for her in India.
There may be restrictions on purchase of immovable property by a person who is not either a citizen of india or person of indian origin.
Check on RBI and External Affairs Ministry website.
