Dear Pramod,
(Kopri Colony, Thane, Maharashtra)
There is no such law which imposes any restriction on purchase of property from the Mumbai Telegu Congregation. You must verify whether the Mumbai Telegu Congregation have debarred themselves from selling of any of its property. If so, then purchasing any property owned by them is not recommended.

If it is a Public Charitable Trust, then you cannot buy without the permission from charity commissioner.
yes you can purchase but know the title before purchase and as its the trust property so need the permission from charity commissioner ...

Have title thoroughly investigated to know nature of property as well as whether it is freehold or with restrictions and act accordingly.
