You can verify the layout particulars from the authority who has sanctioned the layout. You check the seal on the layout and then approach that authority to verify it asking for a copy from them on payment of charges.

The name of the owners of the layout land will be specified in the Property Card available in the concerned District Land Registrar's Office. It can be verified by anybody paying the prescribed fee for verification.
