Legal Question in Real Estate Law in

My father died. he was issued a shop from the Municipal committe of Kaithal, Haryana in his name. My brother started paying the rent and running the shop thereafter.

is it advisable to transfer the shop in his name in the records and if yes, what is the procedure for the same as no one is cooperating in the committee.

How to file RTI and what specific information to ask if it is the only option
