Legal Question in Real Estate Law in India

My father under the pagdi system took a place in bandra east in the year 1957 in which he stayed till his death recently my brothers have migrated and i took care of my father for the past ten years. My brothers have signed a letter of surrender to be given to the landlord when i want to sell the flat - the landlord has not maintained the building and has illegally constructed 2 floors more and moreover has even harrassed me about the selling of the place. I am now not getting much value for the place due to all the illegal construction as there is no proper ventalation and light - there are buyers but the landlord is asking for a very high payment for turning the bill please advise me what do i do next as with these funds i have to buy another place - no maintainance has been done at all by him - thanks and regards margarida
