My father shares a inherited property with his 3 brother. My uncle wants to sell the property but my father do not. What is the procedure? Must he file for partition?

Partition is one of the method to get there share but in your case your father can buy him out.

a suit for partition can be filed and an application for stay can be moved restraining your uncle from disposing off the property or creating any third party interest.

One may also sale undivided share, if there is a willing buyer.
