Legal Question in Real Estate Law in India

My father's land was acquired by the DDA some 40 years back in Mehrauli Ladha Sarai and surrounding areas. The land has not been developed by the authority and also my parents have died trying to get some compensation for it. As we have not been compensated nor the land developed, will the DDA at least give us the market value for it now ? Will the new Land Acquisition Bill that is being proposed to be passed in the Parliament effect us and the land reverted to us ? Will that Bill effect the old cases like ours ?

In the records with the Patwari it still shows our names on it as the owners.

Any suggestion ?
