Legal Question in Real Estate Law in India

My fiance (Indian citizen) bought a house in Sri Lanka with his ex-business partner (Australian citizen). My fiance now wants to sell his share of the house because he needs the money for a family emergency, but the ex-business partner is refusing to sign any papers or give him back his money. By the way I am also an Australian citizen, and live in the same state as the ex-business partner. What can we do to get his money back?
