Legal Question in Real Estate Law in India

I have been trying to find the following information from various sources (even called BBMP and sent them several emails), but with very little clarity.

BBMP is not issuing Khatas or Khata transfer for a while now.

Recently, it has been announced that Khata will be issued for sites in CMC/TMC (but only if betterment charges have been paid.

It has been circulating around that they will not issue khata till BBMP elections are completed.

There was a ruling that registrations (which were stopped at the same time as Khata ..) can resume using Khata from CMC/TMC etc.

Given all the above statements/facts, I have the following questions

1. Is BBMP issuing khata / khata transfer.

2. if so, are there different types of khatas, and what are validity of each type (meaning can I register a site, can I apply for plan approval etc.).

3. When is the BBMP elections going to happen (it has been going like Ganapati maduve).

4. When will betterment charges be collected (since it is said that khata is only issued for sites that have already paid betterment charges).

Basically, when can one expect a Khata and start construction?

(based on my research on the internet, these above questions are circulating in all forums). it would be really great if you all can please give some answers to the above.

You can start construction only after Khatta and plan approval.
