Legal Question in Real Estate Law in

I have flat in a new building ( possession on 1st sep 2010). Society etc are not formed.I wish to have car parking here. Builder says that he will issue a letter of allotment of the car parking wherein he will mention the parking number and my name and my flat number. I want to ask, is it a valid document and can I have the stilt parking like this, society will accept this or not?

The parking in the building is free for residents as per the Law, The Parking is a common place and any resident of the building can park a car, it the builder is doing it is for your benefit so that the residents don't have dispute of allotment. This document may not be valid document, stilt parkings are allowed by the authorities now a days as per the sanctioned site plan.
