Legal Question in Real Estate Law in India

I have flat in a new seven floor building ( possession on 1st sep 2010). Society etc are not formed.I wish to have car parking here. there is space for 10-12 cars on ground floor under the flats. Builder says that he will charge money for it, will not give any receipt of money and will only issue a letter of allotment of the car parking wherein he will mention the parking number and my name and my flat number. My question is, can builder allot parking like this? Is it a legal process. Will it be acceptable to society and other members? Pl suggest should I purchase the parking or not? already some 6-7 persons taken parking like this.
