Can a flat be leased as Company Guest House ?

Hi,

In our apartment complex in Chennai, India, one of the owner(name X) has decided to lease his flat to a company to be used as Guest House. Another flat owner(name A) is objecting for this decision on the basis of security, possible illegal / inappropriate use of the flats making it difficult for the families living.

In this scenario, can X still go ahead and lease it to the company at his wish or does ''A'' has any legal way to stop a flat being leased as a Guest house for a company ?

The bye-laws of the Flat owners association has to be perused before I give an opinion obn the issue.
