Gift Deed?

My mother in law is staying in a house for more than 28yrs which was given to them by Govt i.e( Haq Patara) now she want to transfer the same to her younger son's Name as in the form of Gift deed.

My question are:

1) is Haq Patara is a registration?

2) is that can be transfered as gift deed

3) if yes than what is the procedure and cost involved in the same.

4) If you could help us in this regards it will be of great help.

Check the conditions on which house was given by Govt. One need to go by the conditions imposed by Govt.

Your question may possibly be answered better on the basis of terms contained in the original deed. If the deed has created transferable and heritable rights in favour of your Mom; she may be able to transfer the same in favour of her son, otherwise not. You may engage a local counsel for appropriate guidance who may guide you on the basis of your documents.
