if the gpa is in consideration of the benefit that can be derived by exploitation of the benefit that can be derived by exploitation of the said land in to resort / residential plots and if it is notorised . is it required to be duly registered?

The GPA cannot transfer title. You will need registration of the conveyance deed.

Notarised GPA is always for a specific purpose/s but not for transfer rights of properties.
