I had booked a flat in pune in May 2009 and i was suppose to get the posseion of the flat by 31st march 2010(this was also mentioned in the agreement)
But builder is has delayed the posseion by may end.
1)So can any compensation be demanded from him
My second query is that builder is asking for a cheque of Rs1.5 lakhs during the possesion
as he is saying that during this budget there is service tax of 3 % on the net agreement amount
has be announced.and if dont give this cheque he wont give the possesion letter There is nothing mentioned of this thing in the agreement.
So am i supposed to pay this amount because it is no where mentioned in the agreement?
and does builder has the legal rights to withhold my possion letter?

you have an option to go for consumer forum in case there are grievance against the builder.
