Legal Question in Real Estate Law in India

I am a hindu female. My father had a flat of his own. He had not made any nomination or will. He is survived by his wife, a son and daughter (myself). Firstly, are all of us equally entitled for a share in the flat? Secondly, can we (that is, myself and my mother)give a Power of Attorney to my brother to look after all the transactions relating to the flat, bank accounts, electricity, gas, municipal tax, etc (since all of these were in my Father\'s name?
