old house distribution

my grand father has 4 sons(my grand father and grand mother both are died) . my father is the 3rd one(my father also died).my grand father has old house (50'X50'=2500 feet ).during the distribution they divided in to 4 equal parts(they did it on plan paper not in stamp paper in 1997).my father part(i.e.my part) is b/t the 2nd and 4 th uncle.now i want to sale my part becoz of my sister marriage.now my 4 th uncle creating problem by saying dat he will not sign on the regisstration(for no objection as he is the neighbour) paper if i sold to other people. and he is not ready to take my part in market rate and he is offering 45% of the market rate.whereas my 2nd uncle is gav the permission for salling my part.is my 2nd uncle sign is compulsary.this land is 100 yrs old so there is no regisstration papers for this land. can i able to sold my part without sign of my 4th uncle and wat is the process,plz giv me the solution.
