Illegal construction in flat

Dear team

We have space left behind the lift ie of 10x11 feet in area

between 2 flats

people in our building share this space by mutual understanding

they create concrete upside / loweside floor and utilize the space

this space is not in agreement.Nor

society take any objection

but my neighbour is constructing it now which will increase the load toward the building

what action can be taken in this regards

i stay in thane district please help
