Legal Question in Real Estate Law in India

Please let me know, whether IndexII has to be provided to the builder before he can execute a Conveyance Deed.The IndexII is needed to be produced for transferring the property to the society, but is the builder's demand justified asking for IndexII, before he can even execute a conveyance deed.
