Legal Question in Real Estate Law in India

In Karnataka, one of my friend wants to buy a agricultual landed property measuring 4 acres. The proposed seller belongs to Schedule Caste & Schedule Tribe. My friend apprehend that, Whether the purchase is to be valid or not, or any bar is there against buying of agricultural lands from SC & ST. Because in most of the cases, after execution of sale, the S.C. & S.T. land lords failed to hand over the possession or to return the sale consideration money on one or the other pretext questioning the very sale itself, and are successful to get possession of the land from the court even after receiving the full sale consideration money. you need to check whether a non agriculturist can buy the agricultural land in karnataka or not. in case it can be bought, then the possession can be clubbed with the sale.
