Legal Question in Real Estate Law in India

What is the law against private plot which are used as garbage dumping ground by the people living in the vicinity. The owner of the property does not care to keep his property clean. What action can be taken through law to takle this issue ?

Owner can complaint. Or a citizen can complaint to Municipal Authorities and ask then to keep it clean.

How do you expect owner to keep it clean, when on your own showing, the dumping is done by third parties.
