As a legal heir, my deceased father's property was transferred on my name. Can I gift that property to a blood relative, even if I have an issue of my own?

No, you CANNOT. Your children have a birth-right in ancestral property of their grand father and you are merely a trustee qua their shares. The sale will be VOID in law. They are equal share holders.
