legal issue of property

i am working in company and i am taking property for company in rental base for commercial activity and property is of msrtc ie st in this msrtc has given property to developer for development and developer has given some amount to msrtc and developer after development can sold that shop developer has hold for property for 30 year but after 30 year hold from devloper it is hand over to msrtc and person who have purchase the shop after 30 year have give rent to msrtc and rent is minimal 40 rupess or 50 rupess per month and they have sign of development aggrement between developer and msrtc and in his condition my question is 1) when i saw development aggrement most of right is toward msrtc if i have sign aggrement to whome i should sign agreement or should i make tryparty agreement or what ?

It is not clear as to what you are purchasing. If land is leased, it can not be purchased. Even for structure, you are stating that there with rent. Ownership and rent do not co-exist. Please be clear on your facts.
