Legal Question in Real Estate Law in India

I am living in karaikudi but the problem arising in my native place ie, sivaganga taluk kalayar koil firka moovarkanmai revenue village my patta cultivated land(Nanchai) adjoint with sargar natham kalimanai(government vacant plot)area of 3 cents.but one cent is acquired by me with above patta land and the other two cents are acquired by my brother's son.Here the above party sale the area without registration.the purchaser occupied that 2 cents and my one cent area.Can i claim my occupied area, one cent?i already ask some known lawyers and they told that you cannot claim.please give a advice for further moving.
