Legal Question in Real Estate Law in India

Hi there

I want to know in Mangalore city area land require RTC for any kind of deal like sale deed,loan mortguage, tec,etc,?

Since the land is in city area aome people says just Khatha will sifficient but legaly when the land is for sale Lawyer says he needs RTC.

Please clarify at an early date.
