Legal Question in Real Estate Law in India

my mother in mumbai wants to sell her ownership flat in mumbai.She gave intension for sell letter to regd.coop.hsg society two months back.Now requested society to issue NOC with flat area and year of construction of building for agreement and registration with stamp duty office and registrar.Society is asking for rs.50,000/- as transfer fees and rs.2,50,000/- as repair funds , with transfer papers even before agreement and regn of agreement.Please advise if society can ask for this kind of repairs fund for transfer of flat ?they will give letter to this effect to sign.Can society refuse letter unless fees are paid? normally the fees for transfer is to be paid once agreement is registered and submitted to society for transfer of shares?is it legal if they ask to pay first? kindly advise
