Legal Question in Real Estate Law in India

Mr X owns a land (NA as well non NA) and 7/12 is on his name. Mr. X gives power of attorney to Mr. Y (only notarized and on Rs 100 Stamp paper) and Mr Y gives power of attorney to Mr. W. Mr. W construct a building (without any plan or any govt agency involved) and sell it to Mr. A, B,C,D�. Mr. W gives only agreement (notarized) to Mr A,B,C,D. Now It become Municipal corporation. Mr X name is still on 7/12 as land owner.

Q 1. Do this building hold any legal status?

Q2. Who is actual owner of the property land owner or flat purchaser?

Q3 If we want to form a society and transfer the society name on 7/12 extract what we need to do?

2. Land is owned by X and construction by either W or A,B,C,D
