Legal Question in Real Estate Law in India

My native place is Abu road but for years i am staying in Mumbai. My plan is that after retirement i will settle in Mt Abu, for the same i have found a great house with good view but the property is owned by adivasi (bhil) and as per the law it can be sold to another adivasi (bhil) only and i am not a bhil. Now my property agent is telling me that we will create a adivasi (bhil) who will buy it and then he will provide me power of attorney of the property, for this type of property such things normally happens in Mt Abu. I dont want to leave this property. Please in this case sujjest me a safe name transfer method for this property. Please sujjest a method so that after buying this property there wont be any legal problem.
