Legal Question in Real Estate Law in India

i am not getting noc from society as the owner has not handed over society documents at the time when he resigned from the post of secretary. Now the secretary is demanding the documents from the owner which he is unable to submit to the society. hence the society is not providing NOC and therefore i am unable to do my MHADA Transfer and therefore my loan is not geting disbursed.i have done my registration of the flat. in these circumstances kindly guide....
