All originals except noc is submitted to the bank noc is yet balance as ho is not yet taken place etc so what to do? due to this problem all are in trouble plzz guide now according to new bye-law noc is not necessary then why banks r not following this if baki other papers r cleared???? in such way people like me are facing many difficulties?????kindly guide for other path as due this all in troule (financial crisis) i beg u for the same plzzzzzz guide

Bank gives loan in stages. So as per procedure only banks can disburse the loan. You have to wait for the noc for the release of the loan.
Inform bank in writing, along with a letter from your lawyer, that NOC is no more required under the law, then Bank will inquire with its lawyer and then only the matter will move forward.
