Legal Question in Real Estate Law in India

I am an owner of two rooms on paghadi system building. Now my question is our building society is yet to be form and the IOD is already issued by the said developer, but he is not giving us a copy of an IOD. and earlier before the IOD raised in several meetings he said that "I may stop payment to one of the 4-5 tenants of your building" AND prior to that he had shown our rooms clubbed which was not legal.

Do a tenant have a right for his rights?

Copy of IOD may be obtained from the municipal corporation.
