Pagdi law query

Good day

I stay in a house which was taken on pagdi system about 25 years ago. the building is in a very poor state now and needs reconstrution. the landlord however is disinterested in developing the property as he will have to share his profits with hs entire extended family which are joint owners. is there any recourse by law with which we tennents can redevelop this property on our own expense.

Tenants can orders from the court for repairs.
