Legal Question in Real Estate Law in India

Two people have hired a Locker in a Nationalised Bank jointly.One hierer operated the locker from day of opening till his demise as revealed from the Locker operation Register of the Bank.Now the joint holder is claiming all the contents in the locker as survivor although he never operated the locker to claim that he had kept valuables in locker and there is no Bank records about his operation of locker.Now there is a dispute between the legal heirs of the deceased who possessed the key of the locker and the surviving joint locker hirer.According to Bank rules the survivor is legally entitled to operate the locker.

Whether the surving hirer can be considered as the owner of the contents of the locker in the eye of the Law of Land which he had never operated by himself ? what is the legal relief the legal heirs can get? What is the possible time for finalisation of the said case matter in court of law in India?
