can a POA being issued in UK and executed in India? if yes, does the executant (in India) need to be present when issuing the POA in UK?

Yes it can be done by way of Adjudication process in India. The person who is giving the POA has to be present before the UK notary to get notarisation.

in case the POA issued and duly notarized in UK authorizing the attorney to act on executant s behalf in India, the same stands valid and the executant need not be present in India.
