point is that here i only own the land (coz land was given on rent before partition) & not the structures built by tenents and after partition the old house no. have been given new nos. by municipal and i have the detail . we have not received rent for decades now cause the cost of collection of rent was higher than the rent itself . some tenents have been using it as commercial use . a few months back it came in newspaper that translation done by record office at town hall will be accepted by the court , and govt had allocated a budget for the same , has that scheme been started yet or not ? what is the % of strength of my case and what is the estimated time it takes to get the posession of a property giving a rent of Rs 1 or 2 ?

Getting possession from old tenants is quite difficult.
Tenant related cases require substantial time - may be couple of decades.
