Legal Question in Real Estate Law in India

I have a problem buying a plot. The property has some guided value in a location. Almost all sellers are asking for more than 50 % black money and very less white money. We are salaried people, so we want to do a complete white transaction. Also, we have to go for loan for partial amount. How to strike a deal. Due to this, I have not been able to buy a plot anywhere...

Please help me regarding this.
